wheels different size?

i have 3 bikes with 700c racing size wheels.
one of them has mavic da-22 wheels.
the others are mavic something-else and campagnolo.

the mavic da-22 wheels are easy to change tires on.
the others are very hard to get the tires on and off.

because the da-22s are about 2 mm smaller in diameter than the others!

which ones are right?
what is the exact right diameter?

is there a safety problem with

Westwood rims -- 559mm

Okay, I'm in the works for getting an old roadster. "Old" being the key word here--it has 584mm rims (Called "Krondäck," 'round here). I would like to have plenty of options for tyres on this bike, so I figure that 559mm rims are the way to go. However, it uses Westwood rims and I'd like to keep it that way.

Is there such a beast as a 559 Westwood rim? Google isn't turning up much of anythin

A full service bike shop had a some mountain bikes on sale with 29" wheels for rolling over rocks. I'm not a mountain bike rider but I thought 29" wheels were pretty dumb for a couple of reasons.

1. the higher rotational inertia. The salesman admitted some riders complained about the bikes being "sluggish."

2. the limited availability of nonstandard 29" rims, spokes, tubes and tires.
