front derailleur cable clearance problem

I'm building up a frame with an ultegra bottom-pull front derailleur.
The frame has a 76 degree seat tube, riveted-on derailleur mount, and cable routing through the bottom bracket area of the frame. The problem is the cable rubs on the area of the rear cage pivot of the front derailleur. The contact won't let the derailler shift properly.

Whenever I put a moderate amount of pressure on the pedals while cycling, a creaking sound from the bottom bracket area is heard. Initially, I thought it was a loose chain ring bolt - so I took the chain ring apart and re-greased all the bolts and nuts and the creaking is still heard. I originally had a dura ace bb, however, I did not like how the bb shell filled with water during each rain ride
