Removing steerer tube expansion bolt

In the process of installing a Colnago fork w/ carbon steerer tube, the expansion plug moved up when I tightened the top cap/stem assembly and now bottoms out before proper compression of the assembly is achieved. How do I go about removing the expansion plug in order to position it lower in the tube? It does not seem to loosen when the top cap bolt is removed.

I posted recently about a loose headset that I couldn't tighten...
turned out that the star-fangled nut in the steerer tube had slipped and tightening the top cap bolt had just drawn the nut up to the bottom of the top cap, so tightening wasn't drawing all the headset components together.

My LBS pushed the nut back down the steerer and got the headset nice and tight. But now after just a few rid

When I do the "headset tightness check" (hold front brake and rock bike forward and back) I feel play in the headset. I've tightened the top cap down as much as I can (without stripping the threads) while pushing all the bits down on the steerer tube, but I can't get rid of the play. What else can I try?

Specs: Cane Creek S2 headset, Lightspeed Tuscany road frame,
Lightspeed carbon (disc) fork
