frame sizing?

Is it preferrable to select a frame size a bit too small and compensate by installing a longer stem and seat tube, or to buy a frame with the correct size top and seat tube and use a standard sized stem and seat tube? Some of my cyclist friends lean toward buying smaller frames and longer stems. They say that gives them more control over the bike.

re:Self-extracting crank cap loose: ok to ride?

Is it okay to ride with the "dust cap" ring on my new self-extracting crank insufficiently torqued until my pin spanner comes in via mail order? I've tightened it with a tool that I improvised out of a snap ring plier set, but I can't get much torque into it.

It does seem tight enough that it won't randomly thread out, but is there any sort of screwing force on it that I don't know about?

Just a follow up to the back order problems I have had with an order from
Performance Bicycle as copied below. I finally was able to convince
Performance that my shipment of the bike repair stand was missing in the mail. I sent back the confirmation sheet they sent me and was expecting them to send the product to me that day. NO.... talk with Chris in Customer service and he said that it is back

This question is a little ridiculous. It's been nagging at me for a while.
I ride a Trek 8500 with the typical Bontrager seat post and quick release collar. Over time (30min of riding on or off road) I find seatpost slipping back into the seat tube. I've tried tightening the quick release, but i'm at the point where i'm afraid to damage something. How hard can you tighten it down? In non-scie

I have a new Kestrel EMS OS fork and new 2003 Chorus brake caliper.

The brake bolt is threaded except for about 1/4 inch just before the calipers. I can't get this last 1/4 inch of unthreaded brake bolt into the hole in the fork. The hole is too tight. The long brake bolt will not reach the threads so that I can pull this last bit in. I've tried squeezing the brake bolt in with a Quick Grip clamp
