Should STI crossed shifter cables actually touch the downtub

I've read some of the discussions about reversing the cable housing between the STI lever and cable stop, then crossing the inner cables underneath the downtube (on a road bike).
their Aluminium frame. It has the non-round top tube (triangular) and downtube (eliptical).

The mechanic reversed the cables from the STI levers to the cable stops, and crossed the inner cables underneath the downtub

Aluminium frame, TIG welds (very bulky). The plastic cable guide is present but does not extend far enough to stop the cable from rubbing against the weld at the back of the shell. There's no slot in the metal or other means of locating and stabilizing the cable - it slips sideways when shifting.

I'm mostly concerned about the cable sawing into the metal, as well as the shifting consideratio
